Abstract
The implementation of the Integrated Community Care Act in Korea provides a legal and institutional basis for domiciliary dental care and home-based oral care. However, current undergraduate and continuing dental education remain focused on disease-oriented diagnosis and treatment in clinic-based settings. This narrative review proposes directions for dental curriculum development, focusing on frail, care-dependent older adults who require oral care in home and facility settings. This article is a narrative review, which suggests policy-informed curriculum design proposal, and proposes a dental curriculum for integrated community care using the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model as an organizing framework. Based on the legal and policy context and literature on oral frailty, oral hypofunction, domiciliary dental care, interprofessional collaboration, and caregiver education, six educational competency areas were organized: institutional literacy and community resource linkage; function-oriented oral assessment and care planning; clinical decision-making and risk management in domiciliary settings; interprofessional communication and care coordination; education of family and caregivers; and recontextualization of conventional dental knowledge for frail, care-dependent older adults. Two delivery formats are proposed: a 15-hour, one-credit elective for undergraduate dental students and an eight-hour blended workshop for graduate students and residents. The evaluation protocol separates changes in perception and self-efficacy from knowledge and observed performance and includes an optional follow-up assessment of workplace application. The proposed curriculum provides a structured starting point for dental education reform, but its feasibility, assessment instruments, and educational effects require expert validation and pilot implementation.
